Nita M. Lowey, a champion of liberal causes who represented a congressional district in Westchester County for 32 years, passed away at the age of 87 in her home in Harrison, N.Y. She was known for her warmth and grandmotherly image, yet was a skilled negotiator on the House Appropriations Committee, where she played a pivotal role in advancing government spending laws.
